WTF, Paris Hilton?

As someone who purchases jeans with the holes already in them, I know I don't have that much room to talk when it comes to questionable fashion... but P. Hilly was a pose-machine at the Scream Awards in THIS ensemble:

1. The hair-- I don't get it. Platinum blonde emo?
2. Did her sleeve rip, or is that purposeful ventilation?
3. Bra showing. Glad you wore one, though. We know we can't ask for that much from Brit.
4. Aren't those stocking-strap things supposed to go UNDER the dress?

Was she dressing thematically because this is the Scream Awards? Like hooker who got attacked by wolves while marching with The Black Parade?

I'm not usually this harsh, but I need an explanation.
